Again that is a question with as many answers as there are possible catagories and each person will have their own view so you must take on board all options and decide the best choice for you and your directory.
From my angle and in no order eason or ryme.
when i see catagory dumps that are empty in a directory and hit more than 3 blanks in a row i am out of there never to return.
when i see small numbers of main cats from a dump i also see problems in that the editor is then forced to put round pegs in square holes or at best guessing the best option with the limited structure.
For my money a hand made catagory structure to suit the needs of your directory, however large or small is a more prefered option and in that I only create catagories and sub catagories when needed, thus avoiding empty clicks and allowing for the correct structure.
