I go in a steady rate, dont want to get into the eyes of Search Engines by speed increase of BL's and also dont want to go dead slow.

Slow and steady is best for me.

I'm happy maintaining my homepage PR but making sure inner pages are well indexed by getting some backlinks directly to them.

The worst scenario for fast link building is sandbox. Sometimes, Google puts your site in there for a long time. It's better to build links slowly especially for new sites.

Yahoo! seems to be even more sensitive than Google. They catch your backlink growth faster than Google. They seem to have something similar to Google sandbox but shorter version. You can lose your ranking in Yahoo! for 1 to 2 weeks. I have actually experienced this.

It really depends. If it's obvious, then the "sandbox" can occur, if that's even confirmed.

A mix of both doesn't hurt, just as long as they are on relevant sites.

I guess there is no absolute. For example, Google does rank high BH sites or even obvious SE spam sites. But then G eventually finds them and de-index them.

I would think that the risk is higher if you build links too fast, and as many confirmed, sandbox phenomenon would occur. In my case, I never experienced that as I never built links that fast. But it happened in Yahoo!. There are more people who have experienced Yahoo! sandbox actually.
